Maryland Senate Bill 33
 
SB 33 - Natural Resources - Right to Hunt, Fish, and Harvest Wild Game (First Reading) – Hearing on 2/2/10, 3pm, Senate Budget and Taxation This proposed legislation will provide a Maryland constitutional amendment guaranteeing the right to hunt, fish or harvest wild game subject to current regulations and restrictions.

I would think by actually declaring the right into the state constitution that it would hold DNR more accountable to using science to justify closures, particularly to catch and release, rather than enacting closures based on "concerns they have heard" or anecdotal concerns.

Here the result ,so far on SB 33.

"2/18 Unfavorable Report by Education Health and Environmental Affairs"

A constitutional amendment is very hard to do. SB 33 (not this year).

It comes up frequently and typically fails. One year I bet it will get legs though :)
