Just a guess since I don't fish offshore; is it that he caught it 4 miles offshore and you are only allowed to fish up to three miles offshore? 5th (Marty)

That would be my guess as well. No C&R outside of the line.

You can't target them. He said he caught over 100. After one or two he was supposed to move away.

The Coast Guard will come get you if they see you catching more than one or two rockfish in a row.
