Which would you prefer and why?

I am partial to 3 or 5 as I am most interested in flounder fishing after the spring trophy season and want to see the season go as far into the fall as possible (until the big stripers return). However 19" Flounder can be a tougher find some days, especially for inshore fishing. I probably would lean towards number 5 personally as I would like the maximum access and opportunity. However I am sure the 19" min may be tough on the boat rentals and head boats. Option 3 would be my second choice with Option 4 as my last choice.
